Most guides on this topic blur two very different careers together. Becoming a licensed London taxi driver and becoming a private hire driver are not the same process, and mixing them up is the fastest way to apply for the wrong licence.
To become a taxi driver in the UK, you need a full driving licence held for at least a year (three years in London), a clean enough record, an enhanced DBS check, a medical assessment, and a licence from your local council or Transport for London. Hackney carriage (“black cab”) drivers in London must also pass The Knowledge, a topographical exam that can take several years.
Taxi Driver or Private Hire Driver? Know the Difference First
A hackney carriage driver is what most people mean by “taxi driver”. Taxis can be hailed on the street or picked up from a rank and the vehicle itself is licensed to work that way. A private hire driver can only take pre-booked jobs arranged through a licensed operator, whether that’s a local minicab firm or an app.
The difference between taxi and private hire licensing matters here too. Private hire licences are usually quicker to get, while hackney carriage licences especially in London) demand far more local knowledge before you’re allowed to work.
Qualifications to Become a Taxi Driver
The qualifications to become a taxi driver are broadly consistent across UK councils, though a few details shift by area. You’ll generally need to meet the following before a licensing authority will even look at your application:
- Hold a full UK, Irish or EU/EEA driving licence. One year minimum outside London, three years inside it
- Be legally entitled to work in the UK
- Pass a Group 2 medical examination (the same standard used for HGV and bus drivers)
- Pass an enhanced DBS check
- Meet your council’s “fit and proper person” test, which covers convictions, cautions, and driving record
- Show a working level of spoken and written English
Age limits vary by council, but most set a minimum of 18, with London-based operators typically expecting drivers to be 21 or over given the extra driving history required.
Steps to Become a Taxi Driver in the UK
The steps to become a taxi driver follow roughly the same order everywhere, though your council’s exact sequence may differ slightly:
- Confirm eligibility by checking your council’s minimum age, licence-holding period and residency rules before applying.
- Apply for your taxi driver license through your local authority or via TfL if you’re applying in London.
- Book your medical assessment with your GP or an approved provider.
- Complete your DBS check for taxi drivers through the council’s nominated service.
- Pass the relevant knowledge or topographical exam for your area.
- Sit any required driving test for taxi drivers, if your council mandates a separate driving assessment on top of your existing licence.
- Complete your taxi driver onboarding process, which includes vehicle inspection, badge issue and insurance sign-off.
- Wait for approval. Processing typically runs 8 to 16 weeks once every document is submitted correctly.
It is important to keep in mind that incomplete paperwork is the single biggest cause of delay. Mismatched addresses between your DBS form and your driving licence alone can add weeks to your file.
The Exam for London Taxi Drivers vs Private Hire Testing
The Knowledge is the exam for London taxi drivers who want a hackney carriage licence, also known as the black cab. It requires memorising around 320 standard routes across a six-mile radius of Charing Cross, plus every landmark, hotel and side street along the way.
Candidates sit oral exams called “appearances” in front of an examiner and the whole process commonly takes two to four years to complete.
Private hire drivers face a lighter version. It includes a topographical skills test, usually covering map reading and route planning rather than memorised runs.
Councils outside London may set their own local knowledge test for taxi drivers, often a written multiple-choice paper rather than an oral exam.
If your goal is speed, private hire licensing gets you working far sooner. If your goal is the black cab and street-hail rights, budget the time for The Knowledge properly. Rushing it tends to mean resitting appearances, which costs more time than it saves.
Training a Taxi Driver Needs Before Starting Work
Formal training taxi driver candidates complete varies by route:
- NVQ Level 2 Certificate in Road Passenger Vehicle Driving: Taxi and Private Hire, a recognised qualification that some councils accept as part of licensing
- Safeguarding awareness training, covering child and vulnerable adult protection. It is required before sitting most licensing exams
- Disability awareness and customer service training, increasingly built into council onboarding
- Defensive driving or advanced driving courses. Not always mandatory, but they can lower insurance premiums
What It Costs to Become a Taxi Driver
| Item | Typical Cost |
| DBS check | £45–£55 |
| Council or TfL licence application fee | £100–£130 |
| Grant of licence fee | £150–£200 |
| Medical assessment | £50–£100 (set by examining doctor) |
| Knowledge/topographical/local test fees | £30–£40 per assessment |
| Badge and vehicle inspection | £40–£80 |
Costs vary meaningfully between councils, so treat this as a planning range rather than a fixed quote. Always check your own authority’s current fee schedule before budgeting.
Becoming a Private Hire Driver: The Faster Route
For many people, becoming a private hire driver is the more practical starting point. You’ll still need the medical, the DBS check and a licence, but you skip the multi-year Knowledge requirement in favour of a shorter topographical assessment. It’s a common route into driving for private operators offering taxi services and airport transfers, where routes are pre-planned and satnav does most of the navigation work.

Frequently Asked Questions (FAQs)
How long does it take to become a taxi driver in the UK?
Private hire licensing usually takes 8–16 weeks. Hackney carriage licensing in London, because of The Knowledge, can take two to four years from start to finish.
What are the steps to become a taxi driver?
Confirm eligibility, apply through your council or TfL, complete your medical and DBS check, pass the relevant exam, and wait for licence approval.
How much does it cost to become a taxi driver in the UK?
Expect somewhere between £400 and £600 in application, medical, DBS and testing fees combined, though this varies by council.
Can I be a taxi driver with 6 points on my licence?

A full driving licence held for the required period, the right to work in the UK, a passed medical and DBS check and, depending on your council, a completed knowledge or topographical test.
